The issue of territory remains at the heart of negotiations for both sides. Ukrainian President Volodymyr Zelensky said the “territorial issue is the most difficult” element of the peace deal. The Kremlin continues to push for Ukraine to cede territory it still controls in the east – something Kyiv has long-maintained it will never do.The US-backed draft peace plan proposes that Crimea, Luhansk and Donetsk would be recognised “as de facto Russian, including by the United States”.
