Airstrikes against Iraqi military targets became commonplace after Baghdad decided in December to attack U.S. and British jets patrolling the Western-imposed no-fly zones in the north and south of Iraq. Iraq does not recognize the no-fly zones, set up by the allies after the 1991 Gulf War to protect Kurds in the north and Shi’ite Muslims in the south from possible attack by Baghdad’s forces.
