North Korea might be well connected technologically

Isolated by sanctions and regime enforced seclusion, North Korea “trails” its neighbour, and the rest of the world, in technological adoption. For South korea is well known for its love of mobile phones, So central are they to daily life that pedestrian crossings in Seoul, the capital. However, North Korea is more connected than previously thought. Do you think that North Korea might be far much ahead of south Korea in technology adoption and it was just media propaganda ?
