Russian civil-military administration in the occupied Ukrainian regions

The Russian government has announced the beginning of the work of the civil-military administration in the occupied Kherson region in the south of the country bordering Crimea. Kherson, both the region and its eponymous capital, was one of the first places in Ukraine to come under Russian control in the invasion that began in February this year. Moscow took advantage of its proximity to Crimea, integrated into Russia since 2014 following an annexation ratified in a referendum. This new administration will have the mission of “normalizing the life of citizens, ensuring food security in the city, as well as the operations of water supply facilities, city sanitation and garbage disposal.” Will Russia successfully divide Ukraine into two?
